You may just have to tell your modem to report the speed of the analog side instead of the digital side, eg. "connect 48000". This can be done with the modem init string or in the dial string. Different modems have different commands so you may have to research google looking for modem init strings for your particular modem. I have had decent luck sticking "W2" or "MR=2" into the dial string, with mine...
