Strictly with regard to DNS and DHCP you've got it backwards; the DNS server never asks for anything except from another DNS server. DHCP, on the other hand, will poll a DNS server for IP information if you configure it that way. For example, it's possible to put the fully qualified domain name (FQDN) of a machine into the dhcpd.conf instead of the IP (for example ns1.expertlist.com), and DHCP will poll the nameservers that it is configured to look at for the authoritative DNS server of that domain so it can find the IP.
