First, I'd have your remote hands person try to ssh to localhost, and I'd also consider having them try to start sshd manually instead of via the SysV script. Second, how long has this box been up? What could be biting you is the implementation of privilege separation to fix the big bug that was announced last summer. IIRC there were some config file changes required, and your old config file may not be valid for the new sshd anymore. I had a very similar problem with a FreeBSD box in Portland, but a knowledgable friend was able to go smack it around in person.
