The only thing I had to do to get xsane working as a user (that I
remember) was to change the permissions on the /dev/sg? file that xsane
needed.  I put this line in my "rc.local" file:

/bin/chmod a+rw /dev/sg?  where ? is the device number

This allowed xsane to use the scanner device regardless of started it.
