What is reported in the syslog file when you restart it?  You should be able to issue a service dhcpd restart command in one window while performing a tail -f /var/log/syslog or tail -f /var/log/daemons/info in another window.

What will "dhcpd -q" do?

How can i findout what version of dhcpd is running. The package was
installed from source code so rm -q dhcpd doesn't work?

Thanks
