this is getting to be very common with testing and contrib channel stuff... Your best bet is to:
urpmi libgd-devel and a handful of other devel rpms that I can't remember right now but will become clear as the next step fails... download the src.rpm for the nagios, nagios-www, and nagios-plugins packages and sudo rpm --rebuild *.rpm in that directory.
