Most likely, something before it is allowing it.  I suggest that you
change "-A" to "-I" to make it insert the rule at the beginning of the
INPUT chain instead of appending it to the end of the chain.

Oh that is IT! Thank you! With Bastille running I could not use -A, had to use -I. Of course I went to flush the rules with -F and made my machine disappear from the network and had to reboot it this morning :(
