Normally you shouldn't see ipop running until a connection attempt is made if you're running through xinetd. Make sure that the permissions are set correctly. Try reinstalling the package that owns ipop3d (IIRC, this is part of the imap server). Make sure that the path to the binary is correct in the xinetd configuration. Look at the PAM configuration and make sure it exists. Check that an entry exists in the /etc/services file for port 110.
