I've never used urpmi- heard that it doesn't work good for kernels. What I do is download the kernel-2.4.21.0.13mdk-1-1mdk.i586.rpm and kernel-source-2.4.21-0.13mdk.i586.rpm to their own directory in /home.
You can find them here. http://distro.ibiblio.org/pub/Linux/distributions/mandrake/Mandrake/9.1/i586/Mandrake/RPMS/ Then I would cd to that directory as root, and type: rpm -ivh *.rpm That should do it. It will install and configure lilo, adding a boot option for that kernel. You might read the mandrake kernel upgrade stuff if you're unclear on this.
