Look in CVS. http://anthill.vmlinuz.ca/cgi-bin/cvsweb.cgi/anthill-0.2/html/backend/language/Anthill.pot is the file you want. That's the lastest "skeleton". It's all .po/gettext stuff... pretty straightforward.
