Creating a tool for this would be easy, however, storing the Tags in the photos is evil - and doubly so for f-spot, which as long as anybody can remember has a broken duplicate detection which will simply fail if you first stored attributes in the photo and then try to import from the original source once more (at least I don't think this was ever fixed, see http://svenutcke.de/sw/f-spot/cleanup/ - and please enlighten me if this was finally fixed - at least the "standard duplicate finder" seems to be ok for 0.8.2 as bundled with Ubuntu 12.04).
