If I remember, when I was running the Kawasaki, at sea level here in the 
Southeast, the main jets were between 230 & 260, with 240's being the most 
used.  I don't recall what needle was being used, nor did I ever know what the 
idle jet was.

I wish you good luck using 38MM carbs on the Kawasaki.  I tried for two
years to make them work and never did.  So, I can't help you with jetting. I
tried every thing from 280 to 400 and nothing seemed to work.
