The 2006 SR state:
FORMULA 440
F Modified class is for current year GCR legal cars except as
amended by the Solo rules. The current GCR (Formula Car
Specifications) requires that F440 be constructed with the driver’s
feet behind the front edge of the front wheels. Short wheelbase
cars constructed prior to this change are “grandfathered”, and
remain legal even though the driver’s feet extend beyond the front
wheels.
However, the 2007 GCR makes provisions for a crush box and doesn't
mention grandfathering the older cars:
The soles of the driver’s feet shall not extend beyond the front edge of
the wheel rims (in normal position; i.e., pedal not depressed).
all cars shall comply with the above or provide foot protection in the
following manner:
There shall be a crushable structure, securely attached to the front
bulkhead, with a minimum cross section of 200 square cm. (31 square
inch), a minimum of 40cm (15.75 inches) forward of the brake pedal (not

depressed) constructed of a minimum of eighteen (18) gauge 6061-T4 or
equivalent aluminum. Radiators may be incorporated in this structure.
