You are correct. If a 440 cylinder is sleeved, it is not legal for SCCA.
Cylinders can be repaired and replated.  There is a place in Wis. that does
this.  If you want to know who, let me know, I can look it up.

The GCR makes no mention of the part numbers for cylinders.

The heads you mentioned are correct for SCCA racing.
