The short block doesn"t include water pump or heads.

A short block includes the crankcase, cylinders, pistons, water pump, and
head all assembled. It does NOT include the electronics (stator, flywheel,
pickup) , nor the recoil starter. And I'm pretty sure it does not include
the intake reed system.
