No, it's supposed to return a monotonically increasing counter that
increments approximately once per nanosecond. One reason it might be
returning 0 is if QueryPerformanceFrequency() returns a value greater
than 1,000,000,000; this results in an underflow in the calculation in
the VM.

Can you try running the below program and tell me what it outputs?
