There is no effective difference between ".com" and ".exe" in modern
Windows. A file with either extension can be a full-fledged Win32
PE/COFF file. When you type "foo" in cmd.exe, it searches for
"foo.com" first, followed by "foo.exe". Factor exploits this so that
running "factor" from the commandline favors the console application
"factor.com", whereas Start menu or desktop links can link to the
windowed application "factor.exe" directly and avoid launching a
commandline window alongside the UI. Both executables will run the UI
listener by default; to get a commandline listener, you can start
factor with "factor.com -run=listener".
