I ship backports of 0.8 series from stock NeuroDebian:
http://neuro.debian.net/pkgs/fail2ban.html
and then 0.9 series is available from -devel (unannounced) portion of
it (quoting my old email to the list):

I have just uploaded 0.9.0+git48-gabcab00-1 to Debian experimental and
(unannounced) NeuroDebian -devel (again for all releases). To enable
NeuroDebian -devel you would need to use US-NH mirror and replace
/debian with /debian-devel in the apt file. Assuming that you have the
main NeuroDebian repository enabled, it should then look like

     sed -e 's, http://\S* , http://neuro.debian.net/debian-devel ,g'
/etc/apt/sources.list.d/neurodebian.sources.list >|
/etc/apt/sources.list.d/neurodebian-devel.sources.list
     apt-get update
     apt-get install fail2ban # ;-)

but also now, after you enable neurodebian repository regular way, you could
install 'neurodebian' package and then it should ask you either you want to
enable devel portion.. if it would not upon installation, just run

    sudo dpkg-reconfigure neurodebian

and one of the last dialoges should give you an option to enable devel
