Never mind, figured it out.
git clone https://github.com/fail2ban/fail2ban.git
cd fail2ban
python setup.py install
cp files/debian-initd /etc/init.d/fail2ban
update-rc.d fail2ban defaults
service fail2ban start
fail2ban-client -V
Fail2Ban v0.10.0a2

Subject: Install 0.10 on Ubuntu 16.04
Finally got to setting up a new Ubuntu 16.04 box as a testbed. Want to
install 0.10 branch of Fail2Ban for testing.
Is there a PPA repo I can pull this from or other instructions to getting
0.10 loaded and up to date without involving using a repo ??
