f2b keeps its bans in a sqlite table. Find that and dump its contents to
see what it thinks is banned. The bans are copied from the sqlite table to
iptables/nft/firewalld (depending on config) at startup.
It sounds like f2b is recording the ban in its sqlite file but not in
iptables. So something in the config for the ban action is busted.
