Fedora 37 will release with Python 3.11, so we are currently performing test builds.
It looks like there's some porting that needs to be done[1] and some unit tests that are no longer needed (for certain Python versions). I can confirm the fail2ban builds fine and passes unit testing on EPEL 8, Fedora 35, Rawhide, and Rawhide + Python3.11 using the referenced patch.
