I just updated from fail2ban 0.9.3 to 0.11.2 , and I notice that the
fail2ban iptables chains are no longer set up at startup, but only
once they are actually needed.

Is there a way I can revert back to the old behavior where the
empty chains are created in advance?

On the "Filter action jail details" section for the jail, add 
"actionstart_on_demand=false" in the "Other parameters" section.

A caveat: each time F2B is restarted, an duplcate rule wil be added to your 
firewall to the rule table for that jail.
