In the Fedora package everything in /etc is marked %config(noreplace), meaning it's marked as a configuration file and should not be replaced on upgrade in order to preserve changes made by end users.
I know best practice is to use .local files to make modifications but I'm not sure that applies to filters? The reason for asking is I'm still getting reports[1] of the dovecot filter eating 100% CPU but I added the commit[2] in the issue[3] as a patch to the current Fedora releases.
