It's my understanding that samskaras are part of the mental body, the 
mana-maya-kosha.

The Panachadasi calls the koshas "Brahman in a cave." The Panchadasi 
has an entire chapter on the koshas and Brahman--so rather than quoting 
that, I'd check out one of the copies online. I'll try to post it 
later.
