That's a good question.  We should let Nature determine that.  
Maharishi would have said that this will create bad karma for the 
nation as a whole.

In the past, the people of Sparta used to throw babies with defects 
down the cliff.  Although their intent was to keep their genetic pool 
healthy, it turned out that their culture became too arrogant and 
self-serving.  As such, the other neighboring cultures of Sparta 
became wise to the Spartan's tactics and learned to defeat the 
Spartans at their own game.  In the end, the culture of Sparta died 
out.
