Rick's friend is saying there is precedent for a religious
leader to deny spiritual succor to nations that offend the
religious leader.

Apparently most Catholic interdicts date back to the Middle Ages,
but an incident has occurred as recently as 1962.

For an annoted discussion by a former nun, visit
http://www.catholicconcerns.com/Coercion.html. Here's
an excerpt:

"Popes have ruled over kings and other secular rulers
by using the "spiritual weapons" of excommunication
and interdict. These "weapons" have been effective
because Roman Catholics believe that the Pope has the
power to deprive them of the grace which they need in
order to get to Heaven. Excommunicated people are cut
off from the Catholic Church, from church services, from
Christian burial, and from the sacraments (communion,
confession, baptism, confirmation, marriage, and the
"last rites"). [Note 1]

"Because Catholics believe that the Catholic Church
and the sacraments are necessary for salvation, this
is, in effect, sentencing them to hell."
