World Plan? There have been SO many of them that I can't remember which is which. Every 6 months or so a new grandiose plan is rolled out. The latest is the 3,000 Peace Palaces for the WORLD. Someone wrote on this forum several weeks ago that instead of going for the whole world, why not announce 5 or 6 Peace Palaces, achieve those and THEN go from there. Baby steps, please.
