THe current pricing policy is only a few years old. The major drop in TM numbers happened WAY before they boosted the price.
The first large fee increase occurred in 1993-4. At that time, it effectively removed the technique from the general public, and made it exclusively available to either the rich, or the very desperate, or the very determined. This was the start of a very steep decline in initiations, which I believe followed a similar pattern in most countries. Following years of non-productivity, further hefty fee increases occurred in 2000, and again, in 2002.
