Only sort of. If I remember rightly, under Mrs Thatcher, doctors were given a sizeable fund, and told to look after their patients with it. Then, a doctor could say that spending �75 was well worth while because of the likely reduction in the cost that THEY would have to pay in sleeping pills, stomach tablets, pain killers etc. This system has gone, and it is back to normal central funding.
