As you yourself pointed out, there is simply no QUESTION that the organization is trying to con people out of millions and millions -- that's the whole announced basis of this plan, to pay for everything with Somebody Else's Money. But if there is any organization on the planet silly enough to propose a scheme like that and then be late paying out the little drips and drabs that keep the whole thing rolling, TM's the one. :-) Besides, and not limited to the TMO, there is the classic Accounts Payable Paying Your Peronsal Bills Is Not My Problem, I'll Pay Your Invoices When I Get Around To Them Syndrome. The people signing the checks and sending them off have a cushy life in some hotel somewhere and haven't had to worry about paying their rent or for their kids' dental bills in years, possibly decades.
