As you yourself pointed out, there is simply no 
QUESTION that the organization is trying to con
people out of millions and millions -- that's
the whole announced basis of this plan, to pay
for everything with Somebody Else's Money.  But
if there is any organization on the planet silly
enough to propose a scheme like that and then
be late paying out the little drips and drabs
that keep the whole thing rolling, TM's the one.  :-)

Besides, and not limited to the TMO, there is the
classic Accounts Payable Paying Your Peronsal Bills 
Is Not My Problem, I'll Pay Your Invoices When I
Get Around To Them Syndrome.  The people signing 
the checks and sending them off have a cushy life
in some hotel somewhere and haven't had to worry
about paying their rent or for their kids' dental
bills in years, possibly decades.  How motivated
are they going to be at getting things done on time?
