MUM is more dangerous because of the unqualified personnel available to confront dangerous situations. Just as in a hostage situation the outcome is much more likely to end with no harm with a skilled negotiator on the scene. A mental health professional would have easily seen the potential danger and Sem could have been removed from the University and other students. 20/20 hindsight not required just competence.
