Well, unrealistic is hardly unknown over there--it's pretty much the way they operate.

problem by trying to get 25-50 visas before they started to build,
and then see if the project was feasible.
That would, of course, have been the common sense solution. But learning from past mistakes has never seemed to be part of the program.
