Well it was derived in Domash era -- but Hagelin explains the 1% part
in his audio speakers analogy. And 1% I think comes from phase
transition examples. 

But jeez, instead of figuring the formula came from god on golden
tablets, why don't they actually see what concentrations create what
effects. Its called experimental design

And those "damn lying statistics" are actually pretty good at doing that.
