Maharishi knew that most of these projects would never materialize, but His project was regarding the souls He met, to introduce us to Infinity, the Kingdom of Heaven within. Many in this Age can not sit - meditate for long periods of time - because most are young souls and have to move. Thus He created situations for many, thousands, to move. And obviously, as an extra benefit for some deranged souls; keeping them out of trouble in the process. For example with WYMS, but also with numerous other people and groups.
