I believe it's required for MUM students. They're graded for dome attendance and they have to be sitting up and participating during flying. I may be wrong, but I think they have to be observed hopping. I have a friend who was a student who didn't even meditate. He would go to the dome and sleep. Get up and hop during flying to fulfill his requirement, then go back to sleep.
