In public, he has a position to defend that is largely indefensible 
as 'The Voice of The People'. So...he...LIES and DECEIVES. 

...'is said to be very charming and articulate'...I have read the 
same thing of him in private, that he never misses a beat, because 
he can openly bribe and threaten in private, all in the nicest 
possible way of course.

But in public he constantly trips over his words because he is LYING 
and he knows it.
