The figure is accurate as to the percentage of the
French population of Muslim heritage.  The figures
Bob quoted are probably from a study that asked
people "What religion are you?" and then counted
only those who replied.  The majority of French
would say, "Catholic" even though they haven't
practiced in thirty years and never intend to 
again; they just say it because it's expected of
them.  On the other hand, the majority of Arabs
in France, asked the same question, would probably 
say that they have no particular religion.
