The hotel he was staying at was the one directly over the first explosion, according to Haaretz, and he was there when it happened. But the Underground is so deep that the explosion itself wouldn't have put him in any danger. They wanted him to stay in the hotel rather than go outside to his meeting because they didn't know what else was going on at that point.
