Drudge is behind the times. This weapon has been known about for some time. Just as a sobering thought, I have many friends who work at the National Laboratories in Los Alamos, NM. This weapon, and "others like it that you don't really want to know about" (their words, to avoid the topic and breach-of-security issues) fall into a category there which is officially termed "Population Control Technology."
