In jyotish, "special" might designate several quite distinct things.
One could be "good" like an exaulted jupiter. Jupiter is a spirutual
planet, also affects wealth and power. So a strong exaulted Jupiter is
"special". But common. About 1 in 12 people, 8% or so of the
population have it. 

Another take on "special" is "rare". Some configurations might be
found in only one in a million charts. Or one in 100 million. So that
is quite special, as in makes the person stand out. But it may be a
good thing or a bad influence. 

A "SPECIAL" chart would be one with a powerful, good, and rare set of
configurations. 

To confound things, some "SPECIAL" things may be hidden deep in a
chart, apparent to only quite knowedgable and skilled jyotishees.

Maharishi pundit jyotishees were big on identifying if enlightenment
were found in a person's chart.
