Perhaps, or perhaps its a wise decision:

1) MMY is about to die in the next few years and he's trying to raise 
the money to create the world plan facilities before he dies;

2) he's well aware of the sucession wars his own monastary went 
through after his guru died, so he's trying to sort those loyal to 
the organization from those how are not, BEFORE he dies, so that 
there is an unequivical line of sucession and unmistakable stamp of 
approval on whatever organization is formed just before he dies;

3) the TMO as it stands now is not a terribly viable organization --
by only endorsing wealthy TM teachers or TM teachers who know people 
who are wealthy, he helps assure that the financial status of the 
organization will be viable for far longer than it would if he relied 
on a bunch of TM teachers who are already proving that they don't 
care about the long-term viability of the organization.
