When I was a (civilian) employee of a police station in Southern Cal, 
my watch commander used to say all the time that if he made a bust in 
which he found a pile of money and a pile of dope, the owners would 
walk, and sgt x would have his retirement dough, and he wasn't kidding. 
It's not unusual for entire squads to be on the take in American big 
cities, and even Fairfield had to fire a cop (the Chief's son, to boot) 
for stealing from the property room, so don't think India is uniquely 
corrupt:

"In the late 1980s, for example, some L.A. County deputy sheriffs 
assigned as "elite" narcotics detectives were, in reality, cop 
gangsters. Over a period of years, they had robbed drug dealers of more 
than $1 million, planted evidence and routinely committed perjury. 
Eventually, 27 deputies were convicted of various felonies; because of 
flaws in the investigation, it is safe to say that many escaped arrest."
