My observation with charter schools is that the administration makes 
or breaks the school (that and luck). There are many dozens of 
charter schools in Tucson, ranging in quality from absolutely 
worthless, to literally "best in the nation." It's all about who is 
in charge (and luck) since all charter schools in Tucson have exactly 
the same funding per student.
