All this says is that Gore voted against the Civil
Rights Act, which we know already, and that he offered
an amendment to it that would keep funds from being
withdrawn from schools that didn't desegregate fast
enough, which is consistent with the reason he voted
against it--he was afraid schools and other public
institutions wouldn't be able to desegregate as 
quickly as the act demanded and would lose federal
funding as a result (which would hurt blacks more
than whites, of course, since the black institutions
had less funding to begin with).

So this adds not a thing to your case, sorry.
The poor chap who wrote this has drunk the right-
wing Kool-Aid right along with you and Shemp,
ignoring Gore's long history of fighting for blacks
and painting him as a racist because of that single
vote.  Either he hasn't bothered to look up Gore's
record, or he's being deliberately deceptive.

The point, of course, was to smear Al Gore, Jr.;
this was published in 1999, right before the
presidential campaign.

This is how right-wing propaganda works, folks.
You cannot trust anything they say.  (Not that
the left has never engaged in distortion, but
the right is completely out of control these
days.)
