They scrape content and pics off other sites to build a lot of content in the hopes of ranking well for various terms, in this case "electric scooter" and related terms, then they hope people are going to click on the Google ads on the pages, so they can get Adsense revenue. Google has figured out pretty well how to suppress this kind of site in the search results, especially with their latest "Farmer" update.
