The metre of "rco akSare" seems to be 'jagatii' (4 times 12
syllables).
Sez A. A. Macdonell (A Vedic Grammar for Students):
6. C. The verse of 12 syllables is probably an
extension of the /triSTubh/ verse by one syllable
which gives the trochaic cadence of the latter an
iambic character. The rhythm of the last five
syllables is therefore long-short-long-short-short/long.
[...]
a. Several examples occur of this type of verse (like the
triSTubh) having one, and occasionally two, syllables too
many or too few; [...]
7. The /jagatii/ stanza, the third in order of frequency in
the RV., consists of four verses of twelve syllables divided
into two hemistichs.
------------
Now, the first line of "rco akSare" apparently has only ten syllables:
r-co a-kSa-re pa-ra-me vyo-man (unless 'vyoman',in this case, is
actually pronounced as 'vioman', in which case the count of syllables
*might* be eleven...)
The second line seems to have eleven syllables:
ya-smi-nde-vaa a-dhi vi-shve ni-she-duH
The last two lines have the normal 'jagatii' count of syllables,
i.e, twelve:
ya-sta-nna ve-da kim R-caa ka-ri-Sya-ti
ya it ta-dvi-du-sta i-me sa-maa-sa-te.
(That might be a bit messy, or stuff...)
