From my understanding, King Herod, was Jewish and a Roman puppet, one 
of the darkest characters of the time. 
He's the one who had the head of John the Baptist, brought on a silver 
plater, on the request of Salome, whom he was lusting on.
I had heard that Pilot's wife was a fan of Jesus, and that Pilot had 
asked Jesus, to try to explain to him how someone with his reputation 
had ended up, accused of sedition, with no way out.
He was afraid of Jesus, and really didn't know what to do.
And as the story goes, he "washed his hands of the matter".
