You're right, it should be because I've seen figures that list the deaths under Saddam's reign as 2,000,000...but that figure includes the Iranian AND Iraqi deaths from the Iranian and Iraqi war. Another reason is that the list's numbers are low-end conservative figures. I've seen other lists that put, for example, the deaths in Communist China as approaching 100,000,000 and not 65,701,000 as listed above.
