Apparently Willy never bothered to read the article link posted twice 
here.  He is probably afraid it will turn him into a Democrat.

If he had he would have learned that one portion of the bill says it 
does not apply to US citizens BUT that is muddied somewhat by sections 
1301 and 1302.  It allows ANYONE to be declared a "hostile" and that 
might even be Austin Zen master.  The ACLU is supporting the Udall 
amendment which fixes this and urging people to contact their senator to 
support that.  I, OTOH, don't believe the bill is necessary at all.  
We've always had plenty of laws that could deal with "hostiles".  This 
bill is just grandstanding to show "we are doing something about 
terrorism" to appease the National Stupid.
