Tell that to the reporters who wrote the articles
I've seen over the years, in more than one town.
As I remember, the amounts of the scholarships were 
pretty low ($1000 or so), to be put in trust for the
kid until she reached college age.

As seems to need to be said often on this forum,
just 'cause you've never seen something doesn't mean 
it's "impossible," only that you haven't seen it. 

Heck, it may even be *against* official Girl Scout
policy for all I know...I wasn't ever one.  The 
closest I ever got was at summer camp once, where
we had the Boy Scout camp on one side of the lake
and the Girl Scout camp on the other side.  One of
the only merit badges I ever earned was for swimming.  :-)
